The new effects are exclusive to bounty hunting, meaning the only ways to obtain them are:
Head Hunts – Completing bounties from the Highway Town bounty board.
Grand Hunts – Larger bounty events for groups of players.
For the fastest results, organize a group to rotate wanted posters on the bounty board, or if playing solo, rely on ground bounties over time. Once a bounty event is completed, you’ll receive several weapons or armor pieces, but only a small chance of carrying a new legendary effect.
Learning these effects is another challenge: scrapping an item that carries a new effect gives roughly 1% chance to learn it, making unlocking them a slow, strategic grind. However, once learned, you can craft these effects and trade with others in the community, allowing you to eventually collect them all.
