
In Helldivers 2, players are tasked with defending Super Earth and spreading managed democracy across the galaxy. While many enemy factions can be handled with the right weapons and teamwork, some foes are more frustrating than others. Among the Illuminate forces, the most common and persistent threat comes from the Voteless.
These enemies show up in almost every Illuminate mission. They appear in settlements, patrol squads, and reinforcement drops, and they frequently pour out of landed Warp Ships. Because they spawn so often and in large numbers, Helldivers are constantly forced to deal with waves of them throughout a mission. Even though the Voteless are considered basic units, their sheer numbers can quickly overwhelm unprepared squads and turn chaotic battles into a real challenge.
The Voteless were once ordinary citizens of Super Earth who were captured and subjected to brutal bio-experiments by the Illuminate. Through mutation and mind control, they were transformed into obedient shock troops for the alien faction.
Their appearance reflects these horrifying changes. Voteless typically have glowing blue eyes, pale gray flesh, and unnaturally long arms that end in tentacle-like fingers. Many also have a mechanical or organic breathing device covering their mouth, further emphasizing the extent of the Illuminate’s experimentation.
In combat, Voteless behave like aggressive swarm enemies. They charge directly toward Helldivers and attack using claw swipes once they reach melee range. If their target is just outside striking distance, they can quickly lunge forward to close the gap and land an attack.
Individually, a single Voteless is not very dangerous. However, they rarely fight alone. Instead, they appear in large groups designed to overwhelm players and distract them while stronger Illuminate units attack from behind.
The true purpose of the Voteless is not raw power but sheer numbers. They function as expendable frontline units that absorb damage and pressure Helldivers with constant attacks. By flooding the battlefield, they create chaos and make it harder for players to deal with elite enemies such as Overseers or Harvesters.
Because Voteless typically appear in large hordes, weapons with high fire rates or area-of-effect damage are the most effective tools for clearing them out quickly. Some of the most effective options include:
CB-9 Exploding Crossbow – explosive bolts can eliminate multiple enemies at once
FLAM-66 Torcher – fire spreads through groups and quickly burns them down
AR-23A Liberator Carbine – high rate of fire makes it ideal for crowd control
SG-8P Punisher Plasma – powerful blasts that can clear clusters of enemies
Flame-based weapons are especially useful, as burning damage can eliminate Voteless rapidly before they reach melee range.
Several tactical strategies can make dealing with Voteless much easier:
Use gas weapons or stratagems to confuse and weaken large groups.
Deploy defensive sentries, such as Tesla Towers or Flame Sentries, to control chokepoints and eliminate swarms automatically.
Target the head, which is a weak point that allows you to kill them much faster.
Destroy their legs to slow them down and reduce the mobility of an entire group.
Even after losing a leg, some Voteless may continue crawling toward players, so staying alert is important during large engagements.
With proper tactics, crowd-control weapons, and strategic positioning, Helldivers can quickly eliminate Voteless hordes and focus on the more dangerous enemies threatening Super Earth.
