Within the Fortress walls, players will also encounter the Burning Monolith, home to the Arbiter of Ash. While this boss remains accessible, it is no longer the primary Pinnacle encounter for the core Atlas progression.
Instead, the Arbiter of Ash serves as an early structured challenge. The first encounter is tied to a guaranteed progression path, allowing players to obtain fragments required for Tablet upgrades, which eventually unlock the ability to craft Rare Tablets.
However, after the initial encounter, future appearances of the Arbiter of Ash are no longer fixed. Players will need to locate Citadels across the Atlas fog of war, returning to a more traditional exploration-based system.

At the heart of the Fortress lies the true Pinnacle encounter of this update: the Arbiter of Divinity. This powerful boss represents the climax of the Origins of Divinity storyline.
The first battle against this boss is a quest version, designed to introduce mechanics at a more manageable difficulty level. After completion, future encounters require players to explore the wider Atlas to collect keys from Citadels before re-entering the fight.

Even after completing sections through the Fortress system, players are encouraged to revisit and manually clear certain areas. Many Fortress zones contain unique mechanics that are rare or absent in the broader Atlas world, offering additional rewards and strategic opportunities.
